The Tamil Nadu Industrial Development Corporation (TIDCO) has finalised the master plan for the Tamil Nadu Knowledge City, an educational and research hub planned at Uthukottai taluk in Tiruvallur district. The project is being positioned as the state's first initiative of its kind, aimed at drawing universities and research institutions from across the world to a single integrated campus.


The Knowledge City was originally envisioned across 1,424 acres spanning Kalpattu, Enambakkam, Melmaligaipattu, Sengathankulam, and Vengal villages. That footprint has since been brought down to 870 acres, with land acquisition difficulties cited as the reason for the reduction. TIDCO Managing Director Sandeep Nanduri confirmed that actual project work will only begin once the state government formally approves the revised master plan.

International interest appears to be building already. Germany's RWTH Aachen University has shown interest in setting up an innovation lab within the campus, and TIDCO has gone considerably wider in its outreach — contacting over 300 universities globally to gauge interest in participating. The plan is to roll out the city in three phases, with a clear focus on pulling in both international and domestic academic and research institutions.


Beyond classrooms and labs, the vision includes the supporting infrastructure that makes a campus city actually liveable — housing, amenities, and services for students and faculty. Sustainability is also central to the design brief: officials are talking about green buildings, eco-friendly transport options, and smart connectivity woven into the city from the ground up, with the broader goal of turning the project into a genuine innovation and research hub that generates high-value jobs across sectors.

Tiruvallur district has been edging into the spotlight for a while now — between satellite town development in Thirumazhisai and now a planned international knowledge city in Uthukottai, the broader Tiruvallur–Sriperumbudur belt is steadily becoming one of the more strategically important growth corridors in the Chennai Metropolitan Area.


A project of this scale, even at a scaled-down 870 acres, tends to follow a predictable pattern for real estate: first comes the institutional announcement, then gradual land value movement in surrounding villages as the prospect of an educational ecosystem (and the jobs, rentals, and ancillary businesses it brings) becomes more concrete. Knowledge cities and university campuses, in particular, tend to generate sustained rental demand from students, faculty, and visiting researchers — a different but reliable demand driver compared to typical IT-corridor or industrial-park growth.
